Shannon Consolino

Government Grant Writer

Shannon’s professional background spans nonprofit leadership, grant development, and
organizational consulting across human services, healthcare, housing, and community-based systems. She has extensive experience securing and managing local, state, and federal funding, including multi-year and multi-agency awards. Throughout her career, she has worked closely with program leaders, finance teams, and executive leadership to navigate complex compliance requirements while advancing organizational goals.

In addition to her professional practice, Shannon is pursuing a PhD in Applied Psychology, with a research focus on trauma-informed leadership, burnout, and psychological safety in high-stress service environments. This academic grounding enhances her ability to align program design, staffing, and evaluation with the expectations of government funders.

Shannon’s strengths lie in her ability to integrate narrative, data, and compliance into clear,
compelling grant proposals. She excels at translating complex services into funder-aligned
language, developing realistic budgets and staffing plans, and ensuring proposals are
operationally sound. Her work has supported organizations in expanding access to critical
services, strengthening infrastructure, and building long-term funding sustainability.

She is particularly skilled in collaborative proposal development, helping cross-functional teams articulate shared goals and outcomes. Her experience with trauma-informed systems allows her to thoughtfully incorporate staff capacity, equity considerations, and ethical implementation into government-funded initiatives.

Shannon approaches grant writing as a strategic partnership rather than a transactional process. She values clarity, transparency, and alignment, believing that strong proposals emerge when mission, operations, and compliance are fully integrated. Her work is guided by a commitment to integrity, sustainability, and respect for the communities organizations serve.

She is motivated by helping nonprofits navigate government funding with confidence, reducing barriers that often prevent impactful programs from accessing public resources.
Through her work with IN Fundraising, she strives to support organizations not only in winning grants, but in building systems that allow those programs to succeed long after awards are made.
